I think they mean supporting high ascii characters or symbol fonts in the profiles , where as now they seem to get stripped ... (have not tested it myself) ..

But the problem is not joomla or jOpensim, the problem is the Opensim Database tables must also support that codeset, and they can but I don't think by default they are not set to utf8.
